Terms and conditions for full-qualification courses - Certificate, Diploma and Post-Diploma courses (the terms and conditions for Continuing Professional Development (CPD) courses are below).
1. General Terms and Conditions
- Applicants may be invited to attend an interview as and when required by NIEC.
- All applications received are subject to further approval and NIEC reserves the right to reject any applications.
- NIEC is committed to maintain the confidentiality of the applicant’s personal information and undertakes not to reveal any of the applicant’s information to any 3rd party without prior written consent of the applicant.
- Course schedule and venue are subject to confirmation. NIEC reserves the right to cancel/re-schedule the class and venue without prior notice.
- Our courses are open to the following applicants:
i. Singapore Citizens and Singapore Permanent Residents
ii. Valid Work Permit holders (must be working with an ECDA licensed preschool in a related teaching position). - Please note that application fee of $87.20 (inclusive of GST) is non-refundable.
2. Course Withdrawal
- A written notice must be submitted and received by NIEC before course commencement. The following refund policy applies:

3. Medical Check-up
- All pre-service applicants must undergo a medical check-up and submit the medical report to NIEC before course commencement.
- All medical examination/pre-medical check-up expenses will have to be borne by the applicant.
- In the event that the course has commenced but the student has not met the medical requirement, NIEC reserves the right to terminate the student’s eligibility for the course. The student will have to pay the full course fees of the consumed modules and return any training allowance/stipend (wherever applicable).
- NIEC reserves the right to withdraw/reject an applicant with any medical history* that could impede his/her performance as an Early Childhood Care and Education (ECCE) practitioner.
- *Students of early childhood education courses would have the opportunity and privilege to shape young lives and come into close contact with young children during their practicum/internship. Hence, the medical condition declaration is required to ascertain students’ suitability for the course.
4. Course Fees
- The detailed course fees payable and funding support (if any) will be included in the offer letter upon successful enrolment. Please note that the course fees are subject to periodic review. In the event if there is an increase in the course fee due, the applicant or company (for company-sponsored applicants) is required to top up the balance for the revised course fee (if any).
- Should applicants/ students be unsuccessful in making claims to utilise their SkillsFuture Credit, the applicant/students will be required to make payment of the 1st instalment of course fees in full. NIEC reserves the right to reject applicants or terminate the students’ eligibility for the course if payment is not received.
- In view of the funding support received, students are strongly encouraged to work for a minimum of 6 months after completion of the course in any of the ECDA registered childcare centres and /or kindergartens. Separately, in the event there is a bond period signed between employer and the student, the student should fulfil the bond obligations as required by the employer.
- In the event that there are any outstanding payments for course fees, book loans and/or library fines, NIEC reserves the right to withhold the students’ Transcripts and/or Course Certificates until full payment has been received.
- Prevailing GST rate applies to all course fees.
5. Course Requirements
- Students are encouraged to attend all classes and must attain a minimum of 75% attendance for classes.
- Approved Absences are not considered as having met the 75% attendance requirement. Failure to attain the minimum attendance requirement of 75% will result in a “Fail” Grade for the module which will be calculated towards the student’s cumulative grade point average (CGPA).
- Students whose attendance falls below 75% but who have Approved Absences will be given an “ABS” grade and will still be required to repeat the module and pay the module fees.
- Certain subsidies for course fees will not be applicable for a limited number of repeated modules (please check with your Programme Manager in the event this is required).
Terms and conditions for Continuing Professional Development (CPD) courses.

- Course schedule and venue are subject to confirmation. NIEC reserves the right to cancel/re-schedule the class and venue.
- Our courses are open to the following applicants:
- Early childhood educators working in ECDA-licensed preschool
- Early intervention, LSEd educators for specific courses. Please email cpd@niec.edu.sg for more information or visit the respective course pages for the eligibility criteria.
- All early childhood educators working in ECDA-licensed preschools are required to submit their application via the ONE@ECDA portal first to confirm their course eligibility before enrolling through the NIEC Vitae portal to complete the registration process. The outcome of the application will be communicated through ECDA’s Course Placement Letter. Applications received in NIEC Vitae portal without prior enrolment in the ONE@ECDA portal will be rejected by NIEC.
2. Course Withdrawal and Refund Policy
- A withdrawal request must be submitted and received by NIEC before course commencement. The following refund policy applies:

* For self-sponsored applicants, registration is confirmed only upon completion of payment within the 7-day payment window. If payment is not received, the application will be withdrawn.
- If a course is cancelled due to unforeseen circumstances, applicants will receive a full refund of course fees.
- For applications from ONE@ECDA, if applicants are unable to attend the course after the registration is confirmed, a replacement must be provided who meets the course’s eligibility criteria (ECDA-certified with a qualified occupational title). Please submit the name(s) and NRIC of replacement(s) to NIEC’s Course Administrator – cpd@niec.edu.sg, no later than 7 calendar days before the course commencement date.
- Replacements are not allowed for these 3 courses:
- Certificate in Student Care Centre (Early Childhood) (SCC (EC))
- Designing Singapore historical story integrated learning activities for kindergarten children (4-6 岁幼儿新加坡历史故事综合学习活动的设计)
- Introduction to the ECHO Framework: Pre-Service Online Course
- If the applicant fails to attend the course, with no replacement (if applicable) or valid reasons given, he/she will be withdrawn from the course. There will be no course fee refund and the applicant or company will be charged the full course fees at the non-subsidised rate. Applicants with valid reasons must submit documentary proof (e.g. medical certificate) to NIEC for consideration of a fee waiver. Please email the documentary proof to cpd@niec.edu.sg within 7 calendar days after the course commencement date. All requests for refunds are subject to approval and the refund process may take several weeks.
- Applicants who enrolled via the ONE@ECDA portal without completing the registration process through the NIEC Vitae portal will have their applications withdrawn from the ONE@ECDA portal one week before the course commencement date.
3. Course Fees
- Please note that SSG subsidy reflected on the invoice is based on the funding amount given in Training Partners Gateway.
- Please note that the course fees are subject to periodic review. In the event if there is an increase in the course fee due, the applicant or company (for company-sponsored applicants) is required to top up the balance for the revised course fee (if any).
- In the event that there are any outstanding payments associated with the sponsoring company or applicant’s account, the company or applicant will not be eligible to enrol in the course until all outstanding fees have been fully settled.
- Prevailing GST rate applies to all course fees.
4. Training Partners Gateway (TPGateway)
- For courses with course run start date on or after 1 November 2020, Enterprises will not need to apply for Absentee Payroll (AP) Funding. The Training Partner will enrol trainee(s) in Training Partners Gateway (TPGateway) on behalf of Enterprises (the companies). Following this, Enterprises will be notified to submit AP Declaration in Enterprise Portal for Jobs & Skills (EPJS) for eligible trainee(s).
- Enterprise (the company) is to provide Training Partner (TP) their unique entity number (UEN), who is the direct employer of the trainee(s) that also provides salary, statutory benefits, etc. The UEN will be utilised for verification purposes as part of the funding disbursement process. Failure to provide the correct UEN may lead to disqualification of SSG training grant & Absentee payroll.
5. Course Requirements
- Participants need to have at least 1 attendance record and pass all assessment components to successfully pass the course and be eligible for SSG or ECDA funding.
- Participants are required to download the SingPass mobile app to submit attendance digitally. Failure to do so may affect course fee funding and/or absentee payroll, and the participant or sponsoring company may be billed the full course fee. - Participants must complete the course within the registered intake. Failure to do so will be considered non-fulfilment of course requirements and will result in withdrawal from the course. The participant or sponsoring company will be liable for the full course fee. NIEC reserves the right to claim unfunded course fees from the company.
- Participants are required to attend the entire session to be marked as “Present” in class. If a participant misses any portion of the lesson, the lecturer has the discretion to mark the attendance as “Absent.”
- If the lecturer is unable to verify a participant’s presence when called upon in class, the lecturer has the discretion to mark the attendance as “Absent.” In the event of an emergency, participants must inform the lecturer before leaving the training session and upon returning.
- Participants marked as “Absent” by the lecturer may have their e-attendance record voided in the SSG portal.
